STEP #1

Alternatively, if you’ve downloaded the source files at the end of this post, simply install the included (.pat) pattern set by double clicking on it.)

STEP #2
Create a new document 600px * 600px then create a new pattern fill layerby going to LAYER >> NEW FILL LAYER >> PATTERN in the menu and selecting the smoky blue pattern you see below from the patterns you created/installed in step one.
STEP #3
Create another new pattern fill layer this time selecting the second abstract smoky blue pattern you see below. Then set the layer blend mode to screen as seen below.
STEP #4
Create a new hue/saturation layer by going to LAYER >> NEW ADJUSTMENT LAYER >> HUE/SATURATION in the menu and set Saturation = -70 and Lightness = 36.
STEP #5
Now lets create the square base of the icon. To do this activate the shape tool by pressing U. Make sure the oval shape tool is selected an then draw out a circle similar to the one shown below.
STEP #6
Activate the layer styles pallet by going to LAYER >> LAYER STYLE >> BLENDING OPTIONS in the menu. Then enter the settings below.
STEP #7
To create the shadow that helps give these icons their 3D look first create a new layer beneath the square layer you just created. Activate the brush tool by typeing B. Choose a simple round brush, set the opacity to 25%, the size to 50, and the sharpness to 0, then paint in a shadow around the base of the icon as seen below.
STEP #8
To clean up the shadow first apply a motion blur filter by going to FILTER >> BLUR >> MOTION BLUR in the menu and entering the settings below.
STEP #9
To clean up the shadow further apply a gaussian blur filter by going to FILTER >> BLUR >> GAUSSIAN BLUR in the menu in the menu and entering the settings below.
STEP #10
Now above the square layer create a new layer by going to LAYER >> NEW >> LAYER in the menu. Activate the shape tool by typeing U. This time make sure the custom shape tool is selected then choose the built in check mark shape and drag out a shape similar to the one below.
STEP #11
Activate the layer styles pallet by going to LAYER >> LAYER STYLE >> BLENDING OPTIONS in the menu on the check mark layer you just created. Then enter the settings below.
That’s it!
You should now have something like what you see below.

The blending options menu in Photoshop is so genius. Even a complete amateur can make half-decent designs in it, after gaining some basic knowledge about the different options. I can say this from experience :D.
